You (and a lot of news media) left a step out.

The reason Brandon just got nailed by the league is that he got arrested during last season for 'violating the pre-trial bond conditions' for the 2005 arrest (which was supposed to go to trial in November 06) - plus violating a restraining order related to the domestic assault charge. So both of those got tacked on in 2006 to the original 2005 arrest proceedings.

And he couldn't be suspended last year because he went on Injured Reserve for the 2006/07 season just a few weeks later with a blown knee - you can't suspend someone who already isn't going to play.

Part of the problem is that the courts move very, very, very slowly for pro athletes; get arrested mid-season and courts are frequently all-too-willing to wait til the offseason to move forward. Especially hometown local courts!
