I don't see a problem with Binge drinking where I live either – especially since the pub closed and reopened as a restaurant :)
It may not be as much of a problem, but its still there. And unless every single hollywood teen movie or tv show is lying to me under 21s in the USA also have access to alcohol and experience of it, including binge drinking – albeit illegally.
