Although the lack of cohesiveness in the global scene disturbs me, I believe I would have to weigh-in for #2, hands down.
And if Saddam Hussein wants to be really smart about it, he won't use chemical weapons, because, if he does, he *will* prove the U.S. right, and lose all the divisiveness that is currently in his favor.
