I would go so far as to say that atheism is on the same level as monotheism.
Being Jewish and Christian is being monotheist.
Believing that one should "Do unto others as they would do unto you", and creating a code of morality, behavior and belief that includes not believing in a God would easily be a religion. And atheism, especially if it becomes doctrine.
