I use a program called The Fractal Mapper which is finally getting to the point where it's powerful enough to do real maps. I still would like more symbols. (It comes with a *huge* symbol set, but the caveat is you shouldn't use about 60% of them :P)
Still, it didn't cost very much, especially compared to the one that most people use (Campaign Cartographer) and I think it's probably about 80% as powerful--which is certainly good enough for me.
